Once the largest Kanto yakuza organization in Japan, Tendokai, led by 6th-generation boss Kazuma Washio (Hitoshi Ozawa), now faces the rapid expansion of Jinseikai, which has begun to dominate Kanto. In an attempt to revive, Okita (Yasukaze Motomiya) and Kurata (Yoshiyuki Yamaguchi) re-establish the Washio-gumi and raise the banner of rebellion, attempting to make contact with the Korean mafia.
